The entire next decade of Polish participation in the EU has been equipped with a tool to directly finance specific private investments in the most important areas for the European Union such as:
The European Partnership in these areas is possible due to the “Horizon Europe” programme. It facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while tackling global challenges. It supports creating and better dispersing of excellent knowledge and technologies. Horizon Europe incorporates research and innovation missions to increase the effectiveness of funding by pursuing clearly defined targets. The targets and missions are:

Horizon Europe supports European partnerships in which the EU, national authorities and/or the private sector jointly commit to support the development and implementation of a program of research and innovation activities.
The majority of European Partnerships are established under thematic clusters of the “Global Challenges and European Industrial Competitiveness” pillar of Horizon Europe. In line with the EU priorities, the majority of the candidate partnerships aim at accelerating the transitions towards a climate neutral and digital economy. As a result, some candidate partnerships aim to involve the private sector to decarbonize the energy, mobility and steel sectors, or Member States to provide solutions for the protection and sustainable management of resources (e.g. water, soil, biodiversity). Others aim at building greater resilience of Europe’s health care systems and industry and at ensuring EU’s technological leadership and autonomy in critical areas, such as smart networks and services, artificial intelligence, data and robotics, photonics, hydrogen and batteries.

The list of partnerships will be changed in the process of preparing the second Strategic Plan
of Horizon Europe 2024-2027. New organizations such as: universities, research organizations, bodies with a public service mission, civil society organizations and NGOs will be added to the new list.
Horizon Europe uses lump sum funding to reduce administration and financial errors. Lump sums make the program simpler by removing the need to report actual costs. This means easier access to the program, especially for small organizations and newcomers, who often lack the experience and capacity to cope with the complex rules for actual costs.
Lump sums are defined up-front and fixed in the grant agreement. They are paid upon completion of the activities in work packages.

With the aim to better protect and reap commercial and economic benefits from EU-funded research and innovation initiatives, Horizon 2020 has established a set of rules concerning the exploitation and dissemination of project results, including their protection through intellectual property (IP). The IP rules of Horizon Europe are built on the proven regulations of FP7. There are however some changes with an impact on the implementation and IP management of projects in Horizon. The main differences concern changes and specifications with regard to terminology. Additional modifications are related to matters concerning exploitation, dissemination (open access), ownership and access rights as well as protection and licensing of IP.
